Peer-Review and Publication Rules

  1. All manuscripts submitted for publication in Vestnik of Saratov Technical University Press are subject to peer review by the experts in the author’s particular field.  Expert evaluation of manuscripts is aimed at increasing the scientific and theoretical level of the journal’s publications, as well as promoting works which provide information on the latest and emerging scientific themes.
  2. All reviewers are experienced researchers in the field of the submitted article and have recent publications in the area of expertise made within the last 3 years. Reviewers can be members of the Editorial Board of the journal or invited reviewers. As a rule, the reviewer must have a doctor of science degree, and is not allowed to be the author or co-author of the article.

  3. The Editorial Office sends electronic copies of reviews to the authors of submitted materials, and should also send electronic copies of the reviews to the Ministry of Education and Science of the Russian Federation (if any inquiry is received). Reviews are stored at the Editorial Office for 5 years.

  4. Reviewers are notified that the submitted manuscripts are intellectual property of the authors and should keep the content of the manuscript confidential. The Editor-in-Chief coordinates the deadline for providing  a reviewer report to the Editorial Office. In each case the review period is recommended by the Editorial Office to enable the most favorable conditions needed to publish the articles as soon as possible.

  5. The decision to accept the article for publication is made at the Editorial Board meeting based on expert evaluations of reviews and taking into account compliance of submitted materials with the themes of the journal, their scientific significance and relevance. The Editorial Board informs the author about their final decision.

    Based on the results of the review, the Editorial Office gives recommendations concerning the article:

    • the article is recommended for publication without any further changes;

    • the article is recommended for publication after revision based on the reviewer’s comments (in this case the Editorial Office sends the review and the reviewer’s comments to the author; the author should make the necessary corrections in the original version of the manuscript and submit the revised article to the Editorial Office; after the revised article is sent for an additional review, the Editorial Office makes the final decision on the acceptance of the manuscript).

    • the article is rejected (in this case the Editorial Office sends the author the review and the rejection that must be justified).

    The article should not be published in the journal:

    • if the article does not comply with our requirements and standards for submissions and the author refuses to provide improved and acceptable file formats;

    • if the author does not take into account the reviewer’s objective and meaningful comments, or does not provide a sound refutation of all the comments.

    If the author of the article violates intellectual property rights of other authors or does not adhere to the ethical publication standards, then the Editorial Board has the right to withdraw the article from publication.

  6. The Editors Office reserves the right to adapt the originals in the normative, orthographic and grammatical order, respecting the main content of the article.

  7. The final decision on the acceptance and publication of the article in one of the journal's issues is made at the Editorial Board meeting and approved by the Editor-in-Chief.

  8. Electronic versions of articles published in Vestnik of Saratov State Technical University are indexed by the RSCI system.

  9. The journal is published by Saratov Technical University Press.
